Lower it when
Disable it when the handheld cannot hold a stable base frame rate or requires an aggressive upscaler to compensate.
Keep it high when
Keep it only when the visual gain is obvious and the lower frame-rate target is intentional.
Handheld advice
Start with ray tracing off. Add one traced effect at a time only after the non-RT preset is stable.
Restart

Some games still apply changes only after reloading a scene or restarting.
Do not overread the meter
