What it does
Higher output resolution asks the GPU to shade more pixels every frame. Native resolution is sharpest, while a lower resolution or render scale can create a large FPS gain at the cost of clarity.

Lower it when
Lower it when the GPU is near full load and upscaling alone cannot hold the target frame rate.
Keep it high when
Keep it native when text clarity and fine detail matter and the frame-time target is already stable.
Handheld advice
On a handheld screen, a modest drop combined with a good quality upscaler often looks cleaner than expected.
Restart

Some games still apply changes only after reloading a scene or restarting.
